Pitch a project in Hirebee - (not post a project) Has anyone tried this

Hi I want to duplicate the Post a Project page and process and call it Pitch A Project. This allows freelancers to suggest jobs they can do and employers to accept. Anyone heard of this or see any blindingly obvious roadblocks? Or even better suggest how it could be done.

I know I could use the Employer/Freelancer function, although I need the employers to be able to search "pitch" separately.
