How does Vantage handle locations?

Does the vantage theme come with all locations installed? I want to list all of the states and cities in the united states and allow a user to create a listing by choosing one of these. I would also like to import about 5k listings i have scraped from the web and allow them to be claimed which your software allows. However how do we import these listings and how does the location deal work.

The last directory i chose kept crashing when i would import 10k or more locations. I set the php.ini file to allow for that big of a file to be uploaded, however it just woouldnt work. Would your team ensure proper installation/upload of this many cities?

Vantage has Google maps integration, so the user inputs the location by completing the address field which appears on the map (rather than selecting a location from a dropdown).
