Proposal showing up in clarification board when freelancer re-applies

Use Case:

1. A freelancer submits a proposal for a project and the employer selects the proposal and begins negotiations
2. Either the freelancer or the employer cancel negotiations on the project and the freelancer is removed as a candidate
3. If the same freelancer updates their initial proposal after it has been re-listed, the proposal shows up in the clarification board, not as a proposal.
--> Neither party receives any notification of the new proposal or clarification comment
--> The 'update proposal' button changes back to "Apply to project"
4. When the same freelancer applies to the same project, the proposal is sent as expected and all notifications are sent as expected

Is this intended functionality? It seems that after a candidate has been removed from a project, the first proposal after that is being confused with a comment.
