Still getting a TON of SPAM listings on my directory

I am getting SO much email registration SPAM and then they are activating their accounts and still posting listings on my directory! Same old even after installing and using some security plugins, I still get the spam and they change up their ip address after I add it to the block list on my server. How in the heck can I stop these people from spamming? I do NOT want to block country. I get this ONE person that is doing it because the listings they want to add are the same crap about this stuff: Metalloys, Steel & Alloys, MetalOre and they add their listing like 15 in one lcoation and do the same dame thing in another location. I delete the listings, then add their IP to block on server and next day, more listings with a different ip address.

What I dont get is that their email address has to be verified first and they change up this for each listing. This is a lot of work to verify each email address and also change up IP address, but still so many of them.

Please help as this is driving me crazy!
