Add Reviiews problem - help

Steps:
clicked on review
registered to review
add review then

click on the upper left in wpadmin bar (comments)
wordpress dashboard appears - not the vantage one.
WITH ALL Admin listings
and the contributor CAN add a new post .

Is there anything I can do, to prevent the Admin Dashboard coming up when a new user signs up and posts a review/comment.. This gives them access to the all listings and the ability to post. I dont want them to post!

until I figure this out, I will not allow reviews...
