Can Lister's Tags Selection be Restricted to Existing Tags?

User entered tags can be so illogical, and the case results in the tag being displayed whichever way it is entered first. So appearance, function and user experience are all negatively effected.
I have created 35 categories and 100 tags for a specific industry. For the sake of ease 35 of these 100 tags match the categories. This allows a similar experience to having individual listings in multiple categories. The tags have been well thought out and there are at least 2 listings per tag. By forcing new listings and listing editors to use the existing tags usability goes way up and it feels like there are more listings in the directory. Each time a viewer clicks any tag they will find 2 or more listings and as more listings are added that will increase.
1000 listings using 100 tags feels a lot bigger than 1000 listings using 10,000 tags.
1000 listings with 100 tags might result in an average search result of 10 listings per tag page. Where as with 1000 listings using 10,000 tags you will have many tag pages with only one listing. This is very annoying to a person viewing the directory. (Click a tag and wait for the page to load, to only find one listing – the same one you just came from.) It make the directory feel smaller.
Ideally we should be able to give the lister or editor a list of existing tags to choose from, and or only display clickable tags that have two or more listings. In this case you could display the tag (which effectively acts as a keyword) but only link tags that would result in 2 or more listings.
