In answer to your questions:
1. Essentially yes, this is part of the native WordPress functionality
2. There is no specific function built into Clipper to separate coupon listings by location.
3. Our themes can be
translated into any language, however no existing Hebrew translation file is available at this time. To clarify, users are not able to select from multiple languages by default from the front-end.
4. An image for the coupon is uploaded by the user when the post is made, so they need to upload something themselves during this process. Thanks.
