Ad Packs

Been trying sort this out off and on over the last couple of weeks and getting no where fast.....

I've created a couple of new ad packs, gone through (i think) the necessary ways of activating (in fact i've experimented with them all) but keep on getting this message at the top:-

'Ad Packs are disabled. Change the pricing model to enable Ad Packs.'

I don't have anything to say enable ad packs when i click on the link to take me there. What am i missing or doing wrong.

Just to add to this.... I want it in a check box format like the 'featured ads' layout is and not like a drop down menu that it comes up with.
