Lightbulb Add Feature: Strip HTML From NON-Premium Ads

Remove the ability for advertisers to display a clickable website url in their ads when html is turned off for non-paying (free) customers!

Currently Tiny MCE is turned off on my free ads but if someone knows html they can easily bypass this and still post links. I only want paying customers (featured ads) to have linking abilities.
