Adding more steps to the "Post an ad" form

Hello,

I am trying to create an additional step for the ad submission form, with no success.

I am using this tutorial : https://docs.appthemes.com/developer...p-to-checkout/
I run tests with the given code snippets, but I still don't manage to modify the checkout steps at all (no changes).

Are this codes snippets meant to be placed in the functions.php of my classipress child theme ? Or in a plugin ?
Is there a specific action hook to use, with specific priority ?
