Adding Profile Pictures While Registering or after Registering

I would like to have the option for users to add a profile picture during the registration process and be able to change it at any time after registration. I have searched the forum but have not found any solution. I do not want them to do it in the Word Press back end I want them to do it on my site. Is this possible. It seems like this should be easier.
