Changing admin bar color
I would like to change the color of the welcome bar that appears at the top of the page from black to white, and the text to black. Does anyone know how to do this? I've searched high and low and haven't been able to figure this out.

I managed to change part of it but there is an areaa outside of this section that remains black and I cannot figure it out. Thanks in advance.
