footer title color isn't changed , help

please , I need some help to change the color of the h2 (title of the footer) in style.css as when I changed the color in this line , I have no change in my site
h2.dotted {text-shadow:1px 1px 1px #000;}
I changed it to h2.dotted {text-shadow:1px 1px 1px #000; color: #000000;} but the title color not change , and when I changed the background color , I have a change !!
when I make it as this :
h2.dotted {text-shadow:1px 1px 1px #000; background-color: #000000;}
the background of the title changed !!
why the title color isn't changed ?
