Front page tags and general seo advice

How do I add tags to the front page? The only option I can see is the tag cloud widget and that just uses the most popular tags from the ads. But I want tags that define the site, which is different from what might define the specific ads. How/where can I put site-defining tags so they'll be picked up by search engines? And do tags really work anyway? I'm always reading about adding blog content Is the only way to build seo strength, or caching your site.

I want to specifically design wording and phrases - is that tags? - that search engines pick up. Apart from tagging blog posts what can I do?
