How to install tags as a header design

I saw this site that mimicked a tag mod on the header but it was basically a text design. I want to know if directing the Tag widget to the header as a header design is possible or is there another way of doing this to achieve the same result. I have a Classipress 3.0.

I have a site still needing a header. Any help is greatly appreciated.
