How to make empty main categories visible in sidebar categori widget.

Hope that someone can help me do this.

By default when I use the "categories" widget in my right sidebar it only shows categories that have ads posted. This is no good from a site sales point of view. I may not have posts in all categories but I need to be able to let users see which categories are possible as part of the work attracting poster.

I know that all parent categories and sub-categories show when clicking on "Categories" in the main menu but this is not enought.

WHAT I NEED
I need my "Categories" widget in the right sidebar to show all Parent categories even if there are no ads in a category.

I do not need subcategories to be visible in the sidebar widget because the categories widget will mostly be used as a quick navigation to a main area of interest i.e: Cars. And then when a user has navigated to the main are of Cars he/she can choose a subcategory if wanted from the list of subcategories shown to the right side.

Can somebody tell me how to achieve this?
