How to set an edited Ad as pending or receive a notification?

Hello everyone,

because my website is multilingual, it is very important for me as Admin to know when a user modifies their Ads such that i can translate the modified Ads into the other languages. My question is how to make a modified Ad as pending or how to receive a notification when a User modifies their Ads. Also when a User restarts an offline Ad, how to make it as new Ad (pending) or to receive a notification?
