How to stop Classipress 3.4 from auto approving ads?

I'm not sure if this started with 3.4 or a previous version but I can't find the settings to change this. I just noticed this recently because I haven't been getting many new ads posted lately. I always had to approve ads before and now they are being posted without me having to review and publish them.

All I could find here in the forum is this pasted below from an old post from 2011 but this setting is not under the "listings" tab in the settings on my site.

"If you prefer not to have to approve free ads, then you can change this in your ClassiPress admin > Settings > "Listings" tab, and change "New Ad Status" to "Published""
