Need someone to mod location filtering

I, as well as many others, are looking for a way to filter by location. I am looking to have someone create a way to show the classipress homepage but filtered by location, craigslist style. So it will show categories for just that area.

I am thinking something like having a querystring to do the filtering on a custom field maybe? Also I am thinking setting a cookie to set their location so when they return they are already at their filtered location. And also use that cookie to set location when posting an ad. I of course will pay and would appreciate some help.
