New concept. The million dollar question. Help if you can please....

I am totally new at this and I own the package now for 10 days.
Please bear with me as I am not a coder.I need to make classipress work in the following way for me.
The client has a product he wants to sell. It is only one type of product (eg. Imported swiss watches) and he does not feel the need to get his own website and setup payments etc.
He submits an ad on my site and my site does the transaction for him.(eg. Via payfast)
He is responseable for delivery. Delivery duration must be a required field in the submission form.(eg. 14 days)
Upon transaction an email is sent to the client stating the expected delivery duration and a link is added in the email where the client can report unsatisfactory product or no delivery, whereby the purchaser will be refunded if the seller does not rectify his breach of agreement.
I will then take a percentage commision + transaction fees on all successfull transactions.
Is this possible at all?
The product submission is possible.(That I know)
The email should be fine - (Dont know if the link in the email can be auto generated in relation with the transaction)
But the big question is can I handle the payments on behalf of the seller?
