New User in need of help filtering content

Ok folks, I`m fairly new to website configurations. The following is what I need help with:

1) Making a Main Page that the visitor must choose their location first in order to see content. Country,State,City. Once all parameters have beens selected, they are then forwarded to the content based on those parameters.

2) Once they are forwarded, it gives them a page that still has an homepage and all menu features as normal but it only allows them to see the content in that city.

3) Also need help ensuring that when a visitor post that they are able to submit content in the right geographical location.

Any advise will help and any good information on the difference of MultiSite vs SiteMap will be even more useful. Thank you all!!!
