Not use either standard or directory layout for homepage - Use html code for homepage

I have a number of classified ad sites all with the same theme and css, but I would like one site (http://www.onlinesdads.com/) to introduce all the different classified ad sites, but have the homepage be a html page and not a directory or standard layput.

I would like to use the same theme and css, but I do not want to include the user at the top of the site to be able to register or login, not be able to create a classified ad and I do not want my homepage layout to be standard or directory style.

1. Can I make my homepage to be a regular page, just like a html page, and not use either standard or directory layout?

2. Can I take out the option that a user can register and login? I only want the admin to be able to login.
