An option that sellers can create a sub-category if doesnt exist!

For example: if seller want to sell a motocycle sub-cat under vehicles category but it doesnt exist, they can create the sub-cat, submit their ads and wait for admin to approve the sub-cat. For me this is important because the seller would have a more personalized service and thus the sub-categories are created according to what the seller needs.
