Paying to put ad back on the first page

Dear Classipress users,

I've been wondering if there's a way for my users / clients to pay a small fee for there ads to be "pushed back" on the first page. So basically, someone put up an ad, but due to the ads created it get pushed down to pages further along. They then have the option to put there ad back up on the first page for a small fee.

If so, help would be greatly appreciated (a simple editorial) if not, a plugin would be greatly appreciated!!
