Possible to categorize the categories?

I am looking to alter the front page to have multiple Category listings based on what types of categories that they are. As an example, think of categories being the 50 U.S. states, subcategories being regions/cities. What I would like to do is have multiple break downs of those categories. Instead of having the default Ad Categories section, I would have multiple categories sections (in the example maybe they would be North, South, East, and West). In that example, the North section would have all the states in the North region and then under the states would be regions/cities.

I hope that makes sense. Is it possible to alter the front page to do something like this?
