Remove inquiry form from ads?

Is there a way to remove the email inquiry form from a specific ad?

The situation I'm in is that I want to be able to post some place holder ads that I will manage, but also have users posts their own ads. I want the users to be able to receive emails from the inquiry form, but for the place holder ads I don't want the form to appear.

I'm thinking there may be some way to disable the form from showing based on a user account. I could use one user account to create all the placeholder ads so any ad created by that user account would not display the form. It would however be there for all other users.
