Simple question - how do I access the includes/forms directory?

This might seem like a very simple question but I haven't been able to come across the answer on the forums. I've seen a bunch of references to the includes directory, and I want to change a few things in it (specifically (includes/forms). Can anyone tell me how to access it, and how to edit it?

Also, the below link mentions using Dreamweaver for changing the code. Up to now I've been using Dashboard > Appearance > Themes - how can I use something like Dreamweaver instead.

Apologies if these questions are very simple in nature, but I hope someone might be able to help.
