State/Vehicle categories - Car classifieds

Hi, How do I make it so

Users post or search for ads like this


Select State > Select Vehicle Manufacturer > Select Vehicle Model
Pretty much like gumtree.

For some reason I can't wrap my head around making it so, I attempted to do so before but found that I would need to create the vehicle manufacturer and vehicle model for every single state.
