Vertical side bar, don't know how to create it.

Hello everybody.

I was looking foward creating something that would require a little thinking and planning over.

I want to create a vertical suggestion bar on my website, and wondered it would be kinda easy in other ways( considering only HTML i thought that creating a div and setting the x and y position to be where I want would do it, but don't really know), but dunno how this works on wordpress.

This is an example of what I wanted (is in the right on this site, and it's written "sugestões"):

Is this even possible? If so, any idea of how would I do it?
