Have them check their spam folders. Sometimes they get delivered there by mistake. Then have them add your WordPress email admin address to their address book which puts you on their whitelist.
It does not send email at all to hotmail. Not even to junk mail folder. Its like it doesnt recognise hotmail as an email address. I also tried adding the safe mail list but still didnt work.
