Make 'Phone Number' Required?

Hello,
I'm guessing this is a basic change, but not finding a way to make fields required or not. Searched the forums as well.

Is this done in WordPress or in the DB?

It can be done by changing some codes on the post-form.php and form_process.php .

You can just easily copy the template of the other required fields, ie emails.
