Unreliable Coupons: Expired OR unreliable (success rate) OR both?

I have gone through the forum but did not find a clear answer to this:
What exactly determines if a coupon is listed as "unreliable"? I have read that expired coupons are moved to being "unreliable". This would be okay.
But Testing now shows me: When an active coupon's success rate is ~33% it is listed as unreliable. This is NOT good. This means that expired coupons and active coupons (with a bad success rate) are both listed as "unreliable", correct?
If I then activate the "prune unreliable coupon" option, all active coupons with a bad success rate are removed from the site? Imagine this scenario: I have a new active and working coupon, and then from the first 3 people, 2 of the people would mark the coupon that it is unreliable --> maybe because they made a mistake when clicking. Then this coupon more or less is lost, right?
How can this be solved?
Ideally I just want the following: Voting on success has no influence on if a coupon is listed under active or unreliable ; only expired coupons are moved to the unreliable section (and then would be removed if the prune option is enabled).
Please get back to me on this...I really need to understand the process behind the theme. It would make a lot of sense for appthemes to have a documentation about clipper...then we would not have so many questions and work for support would be a lot easier.
