Deleted menu still appears on front end

I created a menu, and assigned it to location "primary menu".

Later, I moved one of the elements to be a child of another element, but this change did not show on the front end.

Later, the client requested I remove the menu, so I deselected "primary menu" as the location of the menu, but it still showed on the front end.

So, I deleted the menu, but it is still showing on the front end.

Why is this occurring? We have no caching plugins installed.
