I came across a problem and Spartac thinks you may have the solution. Its probably easier if i post the question i asked Spartac and his reply

We are getting reply’s to adverts but job seekers are not registering on the site. I asked one of them and his reply was “Whats the point, you can search all the jobs and apply for the ones you want without having to register”
Is there any way round this? can job seekers be blocked from applying for jobs until they register.

This requires custom mods on jobroller framework
Unless, I believe fxtender has an option for that
