Ad image won't upload

I've looked through many threads, but cannot figure out how to fix my problem. People using my classipress site cannot upload pictures for their ads. It says: "File size error".
I've tried installing 'imsanity', but it doesn't seem to be doing anything. I've tried allowing different sizes (up to 5mb) and that's not working. I also don't want to allow images that big. The thumbnail, med., large image settings are set to default. I would like to allow images no bigger than 500kb.

But right now no one can put an image on unless it's taken from facebook (which is already resized)...and that is definitely not good enough. I want people to be able to take the image straight from their cameras to my website.
