Ad owners deleting comments

I've noticed on my site that the owners of ads can delete comments on their ads directly themselves.

Now this wouldn't be a problem if they were added to the trash, but when they delete a comment it permanently deletes the comments meaning I'm unable to check what was written.
If I have a user that is constantly deleting comments I need to read what is being said as to help prevent fraud, but right now I can't.

Is there anywhere to prevent the user from deleting comments on their own. Only the admin should really have access to do this.
