Ads list even though paypal has not been processed

I was running a test and turned on pricing before creating an ad... when I got to the paypal page, I backed up without paying and was notified that the ad was pending. Obviously, there is no payment verification check going on.

unless I missed something, there is a MAJOR problem with this if there is no payment verification. Are we supposed to check each and every post against transactions? Terribly inefficient.

Spam bots could easily back up once the paypal page is accessed and negate the entire security benefit of charging for ads.

If this exists, then how do I activate it? If it does not exist, this should not be an optional feature to work on in the future.
