ClassiPress missing Buttons for Administration of Header and Background

Hi everybody:

I have CP version 3.3.3 . In CP tutorials at Youtube i saw that in the Design options menu there is a button for the administration of the background of the CP page.
But in my CP i can't find this button. After updating the Theme to version 3.5.7 the button for background administration is also missing. Why? How can i get this button?
Another problem is the header administration. Usually in other themes it's easy to change the header with the Visual Composer if i open the site in WP. But in CP
i can't do this that way. Is the change of the header only possible by changing the css? If yes, how can i build in a parallax effect in the header by css? If no, how can i
change the header with the Visual Composer?
