Customize add submission form.

I need to customize the add submission form. I will be using this form in different sites for different countries in South America. I need to have control over what is a required field, and I need to apply the local currency. Now I am building a classified site for Colombia. Colombia does not have states or zip codes. The currency is also a problem. The Colombian Peso does not have a decimal before the cents. The Colombian peso uses periods where we use commas in the USA. An example: Five fifty thousand Colombian Pesos is represented as $50.000 There are no cents.

If someone would help me to customize this form I would be very appreciative.
