French Language Pack Not Working

Hello

I am using Classipress 3.4 and Wordpress 4.1

I duplicated our English Classipress site (http://www.lilouconnect.com/) into a subfolder in order to create a French verison of the site: http://www.lilouconnect.com/fr/

I downloaded the French language pack and uploaded the .mo file to both /languages and /languages/themes and also added the following : define('WPLANG', 'fr_FR'); to the wp_config file.

Yet the site is still completely in English. Please can you point out where I might be going wrong?
