Help Setting Up Packages

I need advice about setting up my packages. This is what I am attempting to accomplish:

A user can post 1 free ad (but not more than 1) at any time - for any length of time. If they want more ads, they can purchase a membership with unlimited ads for $anyprice.00

Is this possible? If not, could you suggest a scenario that may work?

I am not requiring membership except for those who want to list unlimited ads as a member. All others are non-members but are required to sign up for the ad pack to get their free ad.
