How to add one more descriptive Payment Gateway

Can someone help me out in making one more descriptive payment gateway like "Bank Transfer"

Actually i like to have one more payment gateway, through which user can request to publish ad as free and agree to pay the ad charges if he feels that my website help him out in selling his product. when user submit his ad while using this gateway he receives an email that his ad has been posted but as "pending" status and when administrator accept his request and mark his ad as completed he will receive another email that his ad has been published on website.

i need some expert assistance to have this type of gateway on my classipress website.
