How to force SSL on "Ad New Confirm" page?

I need to force SSL on your "Add New Confirm" page after processing payment through PayPal. What's the best way to do this?

WHAT I'VE TRIED DOESN'T WORK:
I have a Security Certificate installed and working and the WordPress HTTPS plugin. However, when I updated the "Add New Confirm" page to "Force SSL," it doesn't actually work when a user is directed back to this page from PayPal. I still get the "form is not secure" message. Is there another place to make a change? A php file, for example?

ASIDE - CONFLICT BETWEEN SSL AND "ADD NEW" PAGE:
By the way, when I try to force SSL on all pages, via the above mentioned plugin, (or just on the "Add New" page itself), the Ad New page doesn't work properly. Specifically, after you choose a category, the dependent subcategory pull down list does not appear with SSL on the page. Any way to fix this too?
