    how to increase image upload size

    I know Jomark advised a user on this same topic in 2012 as well as 2011, but this is 2017 and I can't seem to find the admin-values.php referred to. Anyone has an idea where the file might have been moved to please? I have searched in wp-admin, wp-content, wp-contents and every single folder under these main folders, but cannot locate this file.
