How to make the site Multilingual

Hi,

I try to create a classifieds ads site in 2 different languages:

-You can easily switch the site’s language
-The site language determines all the ‘hard coded’ texts, as well as the ad categories.
-The entire interface switches, including the dialogs for setting up ads, managing your account, etc.
-Ads themselves stay in the original language

I'm a little confuse about how to do that > WPML > translation pack, WPML Strings tranlsations, others...??

Is there a tutorial or a explanation of the process to realize that.
