MultiSite WP network -Global Categories at time of set up

I have read through a few threads but not yet found a posting with a clear answer to this question

At time of Installation and set up -How can I create global categories across the multisite and what is the order in which to do this ?


Specifics its a wordpress Multisite with directories not domains

ITs a clean install I hopt to be using the 3.2 Classipress next week

there is just one theme across all directories (sites ) I want each site to have exactly the same theme and the same categories

In a nutshell I want to manage one dashboard-control panel for all sites
