Need help on adjusting the padding on the header.

I'm trying to adjust the padding on the header, as seen in the picture below where the mouse cursor is located, there is a lot of un used boring white space there. For whatever reason whoever made these themes in their bright mind thought it would be a "great" idea to take away the EASY to adjust settings designed by Wordpress that would have corrected this issue in seconds, i have spent hours trying to figure this out.
