New add for validation but no payment

I'm brand new on this forum, and let's say brand new on any kind of forum. So I apologize in advance for the mistakes I could make...
I've successfully installed Classipress themes and it works pretty well.
But I've just discovered something that look strange : if anyone want to post an add, fill the form but stop the process when it comes to pay, it create in any case an add to be validated in the admin panel (I want to validate all the adds) and I receive a notification by mail.
I've putted Paypal in automatic validation, but with that, I'm obliged to crosscheck if payment is done before validating the add. Would be really better to create the add once payment done !
