pre populate a city field by editing php somewhere? Help politely requested :-)

Hi I know this can't be achieved (yet) through the custom fields admin area, but I'm building a classifieds site ONLY for my city and surrounding suburbs, so when a user places a new classified advert, I'd like the 'City' field to be pre-populated with, for example, 'Milsborough' so that there's no choice for the user to edit or clear it.

1) Would this screw up the Google map on the sites search?
2) If it won't adversely affect anything else in Classipress, where do I find the file(s)to edit, please?
3) I'm assuming I can just use <input type="text" value="Milsborough"> when I find the files i need?
