Question: Can featured ads stick to the top of the listing loop?

Ok, question time.

I'm currently working on a massive overhaul to my classified site. Now the sites been running 6 months, gotten traction and there's a market for it I'm actually going to create my own child theme from scratch (rather than modify another child theme like I already have).

Now one thing I'm going to be doing is allowing featured ads.

Now on the home page, adverts are listed in order of being added to the site - which is great. Featured ads will get mixed in with the list of new ads, not a problem.

However going to an ad category the same thing happens. But really, featured ads should be at the top of their category, BEFORE normal ads.

This was from 2013, and it appears these settings aren't the same.

I can't find the "listing sort method".
I've certainly not changed it from the default - because I've not seen it.

to give you an example, this is the home page. 4 featured listings were added first, followed by 2 normal listings.



This is ok and normal.

But then on the category listing:


we can see the other is the same. These featured listings should be at the top.

Does any one know where the setting is that makes sure featured ads are the top of their categories.
Or is this no longer possible and I'll need to manually code this?
